Recommendation Concerning Supplemental Budget Amendment #144 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #144, State Housing Initiatives Partnership Program (SHIP) Fund (120) and the General Fund (001), in the amount of $2,083,028, to recognize the 2016 SHIP Program disaster allocation provided by the Florida Housing Finance Corporation (FHFC), and to appropriate these funds for tornado assistance that supports affordable housing activities in Escambia County and the City of Pensacola.

BACKGROUND:

On March 11, 2016, Florida Housing Finance Corporation (FHRC) Program approved additional State Housing Initiatives Partnership (SHIP) funding to assist with the February tornado events as declared by State Executive Order. This disaster funding is to be incorporated into the 2016 SHIP allocation. Such funds must be budgeted and expended for SHIP eligible affordable housing activities within limitations stipulated by the Legislature and FHFC for the disaster funds. The $2,058,028 will be budgeted and expended in conjunction with the 2016 SHIP Program funds. This supplemental also includes the transfer of indirect cost to the General Fund in the amount of $25,000. SHIP is managed and implemented by the Neighborhood Enterprise Division of the Neighborhood & Human Services Department in cooperation with the City of Pensacola and other involved agencies.

BUDGETARY IMPACT:

This amendment will increase Fund 120 by $2,058,028 and Fund 001 by $25,000.
