RECOMMENDATION:
Recommendation Concerning the Design and Construction of a Public Restroom Facility and Boardwalk with Observation Platform Across County Road 399 from the Portofino Condominiums on Pensacola Beach - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Interlocal Agreement between Escambia County, Florida, and the Santa Rosa Island Authority (SRIA):

A. Approve the Interlocal Agreement between Escambia County, Florida, and the SRIA relating to the Design and Construction of a Public Restroom Facility and Boardwalk with Observation Platform Across County Road (CR) 399 from the Portofino Condominiums on Pensacola Beach, for acceptance of funds and to provide project management; and

B. Authorize the Chairman to sign the Interlocal Agreement.

[Funding Source:  Upon approval of the Interlocal Agreement with the Santa Rosa Island Authority (SRIA), and once the Portofino Island Improvement Funds (PIIF), in the amount of $300,000, have been received, a new Cost Center will be established in the Financial System and in the appropriate fund, so that costs can be tracked]
BACKGROUND:
At its regular meeting on April 13, 2016, the Santa Rosa Island Authority (SRIA) Board reviewed and approved the Interlocal Agreement authorizing PIIF funds in the amount of $300,000 to be spent for the design and construction of a new Gulfside public restroom facility on Pensacola Beach (Interlocal Agreement attached herein). The location of the facility is anticipated to be south of CR 399 (Via De Luna Drive) at the existing dune walkover across from Portofino Condos. The project will entail the reconstruction of the dune walkover as well as an observation platform.

County Staff will manage the project from design solicitation through construction completion. The facility will be an Escambia County-owned facility, and will be added to the Facilities Management inventory.

It is anticipated that a maintenance agreement will be drafted and executed between Escambia County and Portofino Island Resort prior to construction completion. The maintenance agreement will establish a term length for maintenance, daily maintenance operations, and times of day for the facility to be locked and unlocked. 

The SRIA Board and Gary Work as Trustee for the Pensacola Beach Land Trust have also executed the 8th Interim Agreement (Design and Construction of a Gulfside Public Restroom Facility and New Boardwalk with Observation Platform Across County Road 399 from the Portofino Condominiums on Pensacola Beach), and it is attached herein.
BUDGETARY IMPACT:

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual has reviewed and approved the Agreement for Legal Sufficiency.
PERSONNEL:
County and SRIA Staff will coordinate efforts.
POLICY/REQUIREMENT FOR BOARD ACTION:

IMPLEMENTATION/COORDINATION:
Public Works Department will coordinate with SRIA Staff and OMB Staff for proper implementation of the Agreement.
