| RECOMMENDATION: |
Recommendation Concerning the First Amendment to the Interlocal Agreement for Reciprocal Evacuation and Re-entry Among the City of Orange Beach, Alabama; Escambia County, Florida; and the Escambia County, Florida, Sheriff's Department - Michael D. Weaver, Public Safety Director
That the Board take the following action concerning the First Amendment to the Interlocal Agreement for Reciprocal Evacuation and Re-entry Among the City of Orange Beach, Alabama, Escambia County, Florida, and the Escambia County, Florida, Sheriff's Department:
A. Approve the First Amendment to the Interlocal Agreement; and
B. Authorize the Chairman to sign the First Amendment to the Interlocal Agreement. |
| BACKGROUND: |
The parties previously entered into an Interlocal Agreement for Reciprocal Evacuation and Re-entry, recorded on January 18, 2008, in Official Records Book 6277, Pages 285-306 of the Official Records of Escambia County, Florida, to allow for and facilitate reciprocal evacuation and post-evacuation re-entry of Perdido Key, Florida, and the City of Orange Beach, Alabama.
Recently, the County adopted the 2015 Comprehensive Emergency Management Plan (CEMP) that included a revised re-entry plan, and with that revision, the parties found that it was in the best interest of the public to amend the Interlocal Agreement to include the County's revised re-entry plan. |

| POLICY/REQUIREMENT FOR BOARD ACTION: |
| The Board requires all interlocal agreements to be reviewed and approved by it. |
| IMPLEMENTATION/COORDINATION: |
| John Dosh, Division Manager, Escambia County Division of Emergency Management will be responsible for the coordination and implementation of the agreement in cooperation with the City of Orange Beach, Alabama and the Escambia County, Florida Sheriff's Department. |
