| RECOMMENDATION: |
Recommendation Concerning a Contract Amendment between Escambia County, Florida, and Hatch Mott MacDonald Florida, LLC, Adding Design Services for the Detroit Boulevard Safety Upgrades Project - Joy D. Blackmon, P.E., Public Works Department Director
That the Board approve and authorize the County Administrator to sign the Contract Amendment between Escambia County, Florida, and Hatch Mott MacDonald Florida, LLC, adding design services for the Detroit Boulevard Safety Upgrades Project.

| BACKGROUND: |
Meeting in regular session on December 5, 2013, the Board approved a contract with Hatch Mott MacDonald (HMM) to evaluate Detroit Boulevard for safety upgrades, and further generate a study of such upgrades. The original contract approved both Phase I (Safety Study; attached herein) and Phase II (Design Services).
The intent of Phase I was to provide the County with a safety analysis of the existing conditions of Detroit Boulevard, as well as provide roadway/safety alternatives that the County could implement to mitigate the safety concerns. Phase I also tasked HMM with reviewing the realignment of Johnson Avenue and Detroit Boulevard, and changes being made by FDOT at the interchange of Detroit Boulevard and Highway 29. Due to the unknown outcome of the safety study and FDOT contract, it was impossible to establish a fee for Phase II.
If the contract amendment (attached herein) is approved, HMM will provide design, permitting, and construction support services for the project. Both Escambia County Public Works staff and HMM have negotiated and approved the scope of services and fee for Phase II (attached herein). The fee approved for Phase II is established at $328,006.48. |

| This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts. |
| IMPLEMENTATION/COORDINATION: |
| Upon approval and proper filing of this contract amendment, Escambia County Public Works Staff will provide a copy of the executed contract to HMM. Once the Purchase Order is created, Public Works Staff will issue the Notice To Proceed to HMM. |
