RECOMMENDATION:
Recommendation Concerning a Wellness Incentive Program - Thomas G. "Tom" Turner, Human Resources Department Director

That the Board provide Wellness Incentives to employees participating in the County sponsored health screenings by authorizing a $50 cash reward for participation in both the onsite screening and the completion of the “paper” personal health assessment (PHA) - $25 will be rewarded for completion of health screening and $25 for completion of the online PHA.

BACKGROUND:
Escambia County and other employers are working toward a culture that supports health and wellness and empowers employees to become aware of their health status.  A Personal Health Assessment is one of the tools that helps employees become more aware of their health.  The proposed incentives will incent participation and provide employees and the County data to determine how to become a healthier group.

The Escambia County Sheriff's Department has provided their employees incentives for the past three years and the reported participation results have been good.

Our goal is to have 40 to 50 percent of our employees participate in the Personal Health Assessment which is between 600 to 900 employees.  The estimated cost is up to $50,000.  The funds to support this program are from the wellness incentive that we received from Florida Blue in the amount of $275,000.  The County received $150,000 in 2014 and $125,000 in 2015.

Funds are available in Fund 501, Internal Service Fund, Cost Center 150111, Object Code 55201.

IMPLEMENTATION/COORDINATION:
The incentive will be paid through payroll and it will be taxable. The Human Resources Department will coordinate with each of the appointing authorities payrolls to coordinate this project.
