RECOMMENDATION:
Recommendation Concerning the RESTORE Act Advisory Committee Project Ranking Recommendation and Sunset of the Committee - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the RESTORE Act Advisory Committee Project Ranking Recommendation and Sunset of the Committee:

A. Accept the RESTORE Act Advisory Committee Project Ranking Recommendation as a tool for the Board to decide which projects to fund through the RESTORE Direct Component Funds; and
 
B. Sunset the RESTORE Act Advisory Committee if the Board determines the Committee has completed their charge by repealing the following Resolutions:

1. Resolution R2012-150, which established the RESTORE Act Advisory Committee;
2. Resolution R2013-5, which amended Sections 4 and 8 of R2012-150 relating to increase to committee membership and revision to quorum requirements;
3. Resolution R2014-80, which amended Sections 3 and 4 of R2012-150 relating to duties and committee membership requirements; and
4. Resolution R2015-38, which amended Sections 4 and 8 of R2012-150 relating to composition of the committee, quorum, and voting.
BACKGROUND:
In October 2012, the Board adopted Resolution R2012-150 which established the RESTORE Act Advisory Committee in response to the Deepwater Horizon spill during the summer of 2012.  In August 2014, the Board adopted Resolution 2014-80 which included the following tasks for the RESTORE Act Advisory Committee:
 
  1. Recommend project selection criteria to the Board;
  2. Score projects against the criteria; and
  3. Rank projects for recommendation to the Board of County Commissioners.

The scoring and ranking are for the Board’s consideration in project selection to be submitted to the U.S. Department of the Treasury for eligibility approval as part of the County’s Multi-Year Implementation Plan (MYIP).  The RESTORE Act Advisory Committee has completed these tasks and submits its project ranking recommendation. Should the Board determine the Committee has met its charge, staff requests the Committee be sunset.
BUDGETARY IMPACT:
There is no budgetary impact from this action.

No Legal considerations associated with this recommendation.
PERSONNEL:
No personnel impact is expected from this action.
POLICY/REQUIREMENT FOR BOARD ACTION:
Based on Resolutions R2012-150, R2013-5, R2014-80, and R2015-38.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management will coordinate with U.S. Department of the Treasury and assist the Board, as necessary.
