RECOMMENDATION: |
Recommendation Concerning the GPS Electronic Monitoring Agreement for Escambia County Community Corrections - Chip Simmons, Assistant County Administrator
That the Board approve and authorize the County Administrator to execute the Participating Addendum WSCA-NASPO Cooperative Purchasing Organization Electronic Monitoring of Offenders, Administered by the State of Washington, to enable Escambia County, Florida, to utilize the pricing structure of the Western States Contracting Association-National Association of Purchasing Officers (WSCA-NASPO) Contract #00212, for GPS electronic monitoring services and equipment, which was approved by Board action on February 18, 2016.

BACKGROUND: |
Meeting in regular session on February 18, 2016, the Board agreed to:
A. Authorize the County to utilize the Western States Contracting Association-National Association of Purchasing Officers (WSCA-NASPO) Contract #00212 for GPS electronic monitoring services and equipment, as deemed appropriate by PD15-16.017; and
B. Approve and authorize the County Administrator to execute a Purchase Order in excess of $50,000 to 3M Electronic Monitoring, Inc., utilizing WSCA-NASPO Contract #00212.
The Corrections Department is now requesting that the Board approve and authorize the County Administrator to execute the Participating Addendum of the WSCA-NASPO Cooperative Purchasing Organization Agreement, related to utilization of WSCA-NASPO Contract #00212. By approving and executing the Participating Addendum, Escambia County will be able to utilize the pricing structure as approved during the February 18, 2016, meeting. |
BUDGETARY IMPACT: |
Funding is available in Misdemeanor Probation Fund 114, Misdemeanor Probation Cost Center 290301, Object Code 53401. |
LEGAL CONSIDERATIONS/SIGN-OFF: |
The participating addeddum between WSCA-NASPO Coopertaive Purchasing Organization and Escambia County has been reviewed by Kristen Hual, Assistant County Attorney, and found to be legally sufficient. |

POLICY/REQUIREMENT FOR BOARD ACTION: |
Board of County Commissioners' Policy requires contract amendments and participating addendums to be Board approved. |
IMPLEMENTATION/COORDINATION: |
Upon Board approval, the Corrections Department will coordinate with the County Administrator's Office to obtain the needed signature. |
