RECOMMENDATION:
Recommendation Concerning a Contract Amendment Request for Restoration Completion of the Old Escambia County Courthouse - David W. Wheeler, CFM, Facilities Management Department Director

That the Board take the following action regarding the Contract Amendment Request for Grant Number SC518, Restoration Completion of Old Escambia County Courthouse:

A. Approve the Contract Amendment Request for Grant Number SC518, between the State of Florida, Department of State and the Escambia County Board of Commissioners, to extend the Grant completion deadline to September 30, 2016; 

B. Authorize the Chairman or Vice Chairman to sign the Contract Amendment Request; and 

C. Authorize the County Administrator to sign any future documents required to receive and implement Contract Amendment Request.
BACKGROUND:
On November 6, 2014, the Board approved an Agreement between the State of Florida, Department of State and the Board of County Commissioners for the implementation of the Special Category Grant Number SC518, for the Restoration Completion of Old Escambia County Courthouse project with the State providing $350,000 and the County providing a match of $350,000 for the project.  The Grant Agreement required the project to be completed by June 1, 2016.

A sealed bid solicitation was advertised for General Contractors on September 1, 2015.  Two bids were received and both bids were higher than the budget would allow.  The architectural and engineering firm reduced the project’s scope of work and a second sealed bid solicitation was advertised on November 12, 2015.   Four bids were received on December 10, 2015 with Green-Simmons being the most responsive and reasonable bidder.  Since the project start date (General Contractor’s Notice to Proceed) was delayed by over 90 days, the County requested that the State extend the project completion date from June 1, 2016 to September 30, 2016. The State has approved the new completion date of September 30, 2016 and requires a Contract Amendment to the Grant to be executed by the Board.

POLICY/REQUIREMENT FOR BOARD ACTION:
The recommendation is in compliance with Escambia County Code of Ordinances Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval by the Board the signed Contract Amendment will be sent back to the State.
