RECOMMENDATION:
Recommendation Concerning Issuance of Purchase Orders on Contract PD 14-15.064, General Paving and Drainage Agreement - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the issuance of Purchase Orders on Contract PD 14-15.064, General Paving and Drainage Agreement: 

A. Approve the reallocation of funds from the Dirt Road Paving Project, in the amount of $257,085, to the following projects:
 
1.  Hicks Street Dirt Road Paving Project          District 5 $52,060;
2.  Greenland Road Dirt Road Paving Project   District 5 $205,025;

B. Approve the Issuance of a Purchase Order to Panhandle Grading and Paving, Inc., in the amount of $323,483.80, on Contract PD 14-15.064, General Paving and Drainage Agreement, for the Hicks Street Dirt Road Paving Project, which currently has a budget of $271,424; and

C. Approve the Issuance of a Purchase Order to Roads, Inc., of NWF, in the amount of $205,024.87, on Contract PD 14-15-064, General Paving and Drainage Agreement, for the Greenland Road Dirt Road Paving Project.

BACKGROUND:
A Purchase Order will be issued on Contract PD 14-15.064 "General Paving and Drainage Agreement" to Panhandle Grading and Paving, Inc. This Purchase Order is for construction of Hicks Street, currently a dirt road, from Muscogee Road to the west end. This construction project will prepare and shape the base, install SP 12.5 asphalt, drainage pipes and ditches, and an underdrain in the wet area, will pay for relocation of mailboxes, relocation and upgrade of existing water main, and for clearing and grubbing. The total cost of this project is $323,483.80. The low-bid vendor for this project was non-responsive, so the project was awarded to the next lowest bidder. 

A Purchase Order will also be issued on Contract PD 14-15.064 "General Paving and Drainage Agreement" to Roads, Inc. of NWF to pave approximately 1.186 miles of Greenland Road from the end of existing pavement to Dortch Road. This project will include the installation of SP 12.5 asphalt, as well as pay for the installation of driveways, shoulder work and sod. The total cost of this project is $205,024.87.

Attached is a copy of the anticipated dirt road paving project list for FY 12/13 - FY 16/17.
BUDGETARY IMPACT:
Funds are available in Fund 352 "LOST III", Cost Center 210107, Object Code 56301.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of the recommendation, a Budget Amendment will be transmitted to the Office of Management and Budget to transfer funds into the projects. After the Budget Amendment is processed, a requisition will be transmitted to the Office of Purchasing for Processing
