RECOMMENDATION:
Recommendation Concerning the Issuance of a Request for Proposals for Compensation Consulting Firm Services - Thomas G. "Tom" Turner, Human Resources Department Director 

That the Board approve the issuance of a Request for Proposals to secure services of a compensation consulting firm to complete a class and compensation review for the Board of County Commissioners pay plan and the pay plans of other Constitutional Offices which may wish to participate.

[Funding:  The study is expected to cost in the $100,000 to $180,000 range.  Funding is available in Fund 001, General Fund; Cost Center 110201, and Account 53101]
BACKGROUND:
The BCC last conducted a pay review in 2006 using the Fox Lawson consulting firm. The plan developed was dependent on regular robust budgets to permit progression through the pay structure for employees. The economic slump did not provide the type of funding needed to support the pay structure and pays remained fairly stagnant. The BCC went for a six year period without a pay increase and no salary structure adjustments. This caused wage compression among employees. Further, the starting rates for employees have also remained nearly flat making it more difficult to attract highly qualified applicants. Additionally, it appears that some inconsistencies were adopted in regard to the application of the Fair Labor Standards Act exemptions. The application of the exemptions is at the individual employee level. The exemptions do not apply necessarily to all employees in the same class but ultimately depend on their actual work and a determination of whether it meets the required duties test. Some supervisors were designated as exempt and some were not. The consultant will be asked to provide thorough review of this determination.

BUDGETARY IMPACT:
The cost of the study is expected to cost in the $100,000 to $180,000 range.  Funding is available in the General Fund under  Cost Center 110201 and Account 53101.
