RECOMMENDATION:
Recommendation Concerning the Acquisition of 1702 & 1704 West Lakeview Avenue and 1907 North "L" Street for Kupfrian Park Drainage Improvements - Joy D. Blackmon, P.E., Public Works Department Director

That the Board either approve or deny:

A. The purchase of three parcels of real property (approximately 0.90 acres with two mobile homes and one concrete building), located at 1702 & 1704 West Lakeview Avenue and 1907 North "L" Street, for the Kupfrian Park Drainage Improvement Project, from Ms. Shalanda A. Davis, for the counter offer price of $29,250, which is less than the appraised value of $40,500; and

B. Authorize County staff to draft the Contract for Sale and Purchase for the acquisition of real property located at 1702 & 1704 West Lakeview Avenue and 1907 North "L" Street (approximately 0.90 acres), with a specified amount and bring executed Contract back before the Board.

BACKGROUND:

The County has a project in design to make roadway and stormwater drainage improvements within the Kupfrian Park area. The purchase of these properties would help facilitate the stormwater pond needed for improvements in this area. 

County staff offered a purchase amount of $25,500.00, which equates to the appraised value of $40,500.00 less $15,000.00 for the cost of demolition of the existing structures (two mobile homes and one concrete building). The counter offer increased the original offer by $3,750.00 in order to accommodate the seller's intent to cover the realtor fee.

BUDGETARY IMPACT:
Funding for this acquisition is available in Fund 352 "LOST III", Cost Center 210107/56101/Project #10EN0433
LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase will be drafted by Stephen West, Senior Assistant County Attorney. Once executed, the Contract will be brought back before the Board. The County Attorney's Office will prepare the closing documents and conduct the closing for the purchase of this property.
PERSONNEL:
All work associated with this acquisition is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the Escambia County Code of Ordinances.
