RECOMMENDATION:
Recommendation Concerning the Memorandum of Understanding Defining Procedural Use of Communications Infrastructure for Radio Interoperability and Mutual Aid Response - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Memorandum of Understanding (MOU) Relating to Radio Interoperability by and between Escambia County, Florida; Santa Rosa County, Florida; the City of Pensacola Police Department (PPD); and the City of Gulf Breeze Police Department (GBPD):

A. Approve the MOU to enable Escambia County, Florida; Santa Rosa County, Florida; PPD; and GBPD to conduct mutual aid radio interoperability, commencing upon the date last executed by the parties and continuing unless terminated as provided in the MOU.  The MOU may be cancelled or terminated with or without cause by any party upon providing 30 calendar days prior written notice; and

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
On 01/08/2015 the Board approved an Interlocal Agreement allowing Santa Rosa County and the City of Pensacola Public Safety Radio Systems to reside with Escambia County Public Safety Motorola P25 Digital UHF Radio System Master Core.  The benefits of approving this operational MOU are as follows:
  • Provide radio interoperability for Escambia County, Santa Rosa County, City of Pensacola, and City of Gulf Breeze Responders utilizing disparate radio systems during mutual aid incidents.  Dissimilar radio frequencies will be patched through console operations that are located at all four Dispatch Centers, which will allow for direct and enhanced communications between all responders and Dispatch Centers regardless of channel assignment.

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual approved the documentation as to form and legal sufficiency on February 19, 2016.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, Tamika L. Williams, Public Safety Business Operations Division Manager, will ensure the appropriate originals are returned for file.  Mike Moring, Public Safety Communications Division Manager, will oversee implementation of the MOU and work in close cooperation with Santa Rosa County Public Safety, City of Pensacola Public Safety, and City of Gulf Breeze Public Safety Communications representatives.
