RECOMMENDATION:
Recommendation Concerning the County Incentive Grant Application for the Gulf Beach Highway Signalization Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the County Incentive Grant Program (CIGP) Application for the Gulf Beach Highway Signalization Project at Patton Drive and Sunset Avenue:

A. Authorize staff to submit an application for CIGP Funds to the Florida Department of Transportation (FDOT) to request Grant funding for the Gulf Beach Highway Signalization Project; and

B. Authorize the County Administrator to sign the Application and any other documents related to the request for CIGP Funds, subject to Legal review and sign-off, without further action of the Board, if applicable.

BACKGROUND:
The project consists of installing two new signals on Gulf Beach Highway at the intersections with Sunset Avenue and with Patton Drive. The signals will be coordinated to function as one signal due to their close proximity to one another. County staff has completed design and permitting of the two signals.

Upon approval, Public Works staff will submit a project application for the County Incentive Grant Program (CIGP) for the Gulf Beach Highway Signalization Project. This program allows the Florida Department of Transportation (FDOT) to make grants to counties for the improvement of transportation facilities on the State Highway System (SHS). CIGP funds may be awarded for local transportation facilities off the SHS, but such a project would need to relieve traffic congestion on the SHS.
 
If a project off the SHS is selected for the FDOT 5-Year Work Program, the County will need to enter into a Joint Participation Agreement (JPA) with the Department in the fiscal year that the project is funded. If the project selected is on the SHS, FDOT will manage the project and no JPA will be required. 
 
The construction budget for this project was $312,000. The project was advertised in February 2015 and the lowest responsive bid was $726,517. The plans were modified in an attempt to lower the cost. The project was advertised again in May 2015 and the lowest responsive bid was $694,000.

The CIGP requires a 50% local match. Escambia County has $312,000 available in Fund 352 for this project. The grant request amount is also $312,000. We have seen construction costs come down from a year ago, therefore our hope is that bids come in about $620,000 and we would not need any additional dollars. However, if construction bids are submitted in the $700,000 range and the CIGP grant is approved as requested, then there may be an additional $76,000 needed to fully fund the construction efforts. If additional funds are needed, the County will work with the Department on securing those funds.
BUDGETARY IMPACT:
$312,000 is available in Fund 352 "LOST III",  Cost Center 210107/56301, Project #12EN2152 to be used as a match for this Grant.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Incentive Grant Program grant application has been approved as to form and legal sufficiency by Kristin Hual, County Attorney's Office.
PERSONNEL:
County staff will coordinate with FDOT and local stakeholders.
POLICY/REQUIREMENT FOR BOARD ACTION:

IMPLEMENTATION/COORDINATION:
County staff will prepare the package and submit to FDOT following approval of the Board of County Commissioners. CIGP grant applications are due April 22, 2016.
