RECOMMENDATION:
Recommendation Concerning the First Amendment to Locally Funded Agreement for Blue Angel Parkway from Sorrento Road to US 98 - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board take the following action concerning the First Amendment to Locally Funded Agreement Between the State of Florida Department of Transportation and Escambia County Project #421012-1-38-01 for State Road (SR) 173 (Blue Angel Parkway) from SR 292 (Sorrento Road) to SR 30 (US 98):

A. Adopt and authorize the Chairman to sign the authorizing Resolution; and

B. Approve and authorize the Chairman to sign the First Amendment to Locally Funded Agreement Between the State of Florida Department of Transportation and Escambia County Project #421012-1-38-01, for Blue Angel Parkway from Sorrento Road to US 98.

BACKGROUND:
The Florida Department of Transportation (FDOT) is pursuing the development of design plans for the Blue Angel Parkway capacity project and they have determined a need for additional funding from Escambia County as there is an existing Transportation Regional Incentive Program (TRIP) Agreement in place between the two agencies (see attached herein). The project will widen Blue Angel Parkway to a four lane facility from Sorrento Road to US 98.

Meeting in regular session on January 21, 2016, the Board authorized utilizing Fund 152, "Southwest Sector", Cost Center 110269, Object Code 56301, in the amount of $213,614 to fund Escambia County's portion of the design for the widening of Blue Angel Parkway from Sorrento Road to US 98.

Florida Department of Transportation (FDOT) previously solicited the services of HDR, Inc. to produce engineered design plans for the above-mentioned road widening project. HDR was able to produce 60% design plans from the original design budget, and has re-negotiated with FDOT, at a cost of $427,228, to complete the design plans. Per the TRIP Agreement, the County is to fund 50% of the remaining design portion of $213,614.
BUDGETARY IMPACT:
Funds for this project are available in Fund 152, "Southwest Sector," Cost Center 110269, Object Code 56301.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Resolution and the First Amendment to Locally Funded Agreement between the State of Florida Department of Transportation and Escambia County.

IMPLEMENTATION/COORDINATION:
Public Works Department staff will continue to coordinate with FDOT and local stakeholders. Once this document is executed, the County agrees it will, within fourteen days, send $213,614 to FDOT using the Florida Department of Transportation Office of the Comptroller Wire and ACH Instruction (attached).
