Recommendation Concerning the West Florida Public Libraries Operational Calendar - Todd Humble, Library Services Department Director

That the Board take the following action regarding the Operational Calendar for the West Florida Public Libraries:

A. Approve the continuation of the practice of closing all locations of the West Florida Public Libraries to observe the holidays on the Board of County Commissioners' (BCC) Holiday Calendar annually;

B. Approve the continuation of the annual practice of closing the Library System when a paid holiday falls on a Sunday but is observed by the BCC on a Monday and allow the Library System to observe an unpaid closure on the Sunday holiday;

C. Approve the continuation of the annual practice of closing the Library System when a paid holiday falls on a Saturday but is observed by the BCC on a Friday and allow the Library System to observe an unpaid closure on the Saturday holiday;

D. Approve the continuation of the annual practice of an unpaid closing of all locations of the West Florida Public Libraries to observe Easter Sunday annually;

E. Approve the practice of an unpaid closing of the Library System annually on the Saturday between the BCC-observed Holiday of Good Friday and Easter Sunday; and

F. Approve the annual practice of closing the Library System to the public to facilitate a West Florida Public Libraries paid Staff Training Day, date to be approved by the County Administrator or designee.

BACKGROUND:

The Library's Operational Calendar has not previously been approved by the Board of County Commissioners. The proposed Operational Calendar for the West Florida Public Libraries maintains the regular operational hours of the library system and enhances the level of service that Escambia County residents have come to expect. Of the 141 Public Libraries in Florida, Escambia County is one of only 29 Library Systems with Sunday hours. The proposed Operational Calendar reflects a reduction of closures including the addition of Sunday service hours through the summer and the the addition of the Sunday hours on Sundays that the Library has historically closed including the Sundays prior to President's Day, Martin Luther King Jr. Day, Memorial Day and Labor Day.

The West Florida Public Libraries Board of Governance approved the 2016 Annual Plan of Service on November 16, 2015 that included the objective of establishing an Annual Staff Training Day. The Board of Governance laid the groundwork for improved training opportunities at the June 01, 2015 Special Meeting for Budget Review when the BOG voted unanimously to have the first ten thousand dollars of additional revenues be allocated towards training and per diem, in result more than tripling the prior fiscal year’s budget of $3,600 to the now Adopted FY 15-16 budget of $13,600 for Training and Registrations, Library Operations 110501 Account 55501.

This complements the individual opportunities that County Employees have to apply for the Job-Related Education Assistance Program and Tuition Reimbursement. By means of these existing programs, established through approved BCC Policy, the BCC encourages its employees to enhance their effectiveness through education and training, to develop their skills and knowledge, and improve their ability to carry out their assigned duties. A West Florida Public Libraries Staff Training Day serves to ensure that all staff of the Library System have the opportunity for increased professional development.

The Library Director will work with the Office of Community and Media Relations to provide Escambia County residents sufficient notice of all Library closures. This includes but is not limited to postings at Library facilities.
