RECOMMENDATION:
Recommendation Concerning a Resolution in Support of the Educational Opportunity Center Hosted by Pensacola State College - Tonya Gant, Neighborhood & Human Services Department Director

That the Board adopt and authorize the Chairman to sign a Resolution in support of the Educational Opportunity Center (EOC), hosted by Pensacola State College, as it endeavors to renew their program through the Educational Opportunity Grant Competition, which is conducted every five years by the U.S. Department of Education.
BACKGROUND:
The Educational Opportunity Center (EOC), hosted by Pensacola State College, is a federally funded grant program through the U.S. Department of Education’s TRIO Programs. The program is designed to assist individuals with easier access for enrolling in any accredited postsecondary institution, of their choice, including career technical centers, two or four year colleges/universities, and has been serving this area’s population for 25 years . The target population for the EOC is individuals who are 18 years of age or older, first generation in college, and low-income (150% or below the established poverty level). The EOC is, however, allowed to serve 1/3 of its client base per grant year who do not meet one or both of the eligibility requirements for EOC services.
 
A focal part of the EOC Mission is to conduct an outreach and information campaign to encourage, motivate, eliminate anxiety, and provide referrals to its partners for needed resources to help the targeted population attain their educational goals, and become more employable and self-sufficient.
 
The Educational Opportunity Center (EOC), hosted by Pensacola State College requests the Board of County Commissioners enter into an ongoing sustainable partnership to utilize County-owned community centers and parks and recreations centers, contingent upon the successful renewal of the program through the EOC grant competition conducted every five (5) years by the U.S. Department of Education.
BUDGETARY IMPACT:
None. Upon successful renewal of the Educational Opportunity Center (EOC), hosted by Pensacola State College program, the County will provide an in-kind service, by providing community center access.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Department of Neighborhood and Human Services will work with the County Attorney’s Office to assure legal sufficiency of the Resolution.
PERSONNEL:
Upon successful renewal of the Educational Opportunity Center (EOC), hosted by Pensacola State College program, the Department of Neighborhood and Human Services staff will provide assistance and oversight of EOC presence in identified community centers under its jurisdiction.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Resolution in support of the Educational Opportunity Center (EOC), hosted by Pensacola State College must have approval from the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon successful renewal of the Educational Opportunity Center (EOC), hosted by Pensacola State College program, the Department of Neighborhood and Human Services will coordinate all activities associated with this process for community centers under its jurisdiction.
