RECOMMENDATION:
Recommendation Concerning a Resolution Authorizing Disaster-Related Straight Time Overtime for Unclassified, Exempt Employees of the Board of County Commissioners - Thomas "Tom" G. Turner, Human Resources Department Director

That the Board adopt and authorize the Chairman to sign the Resolution authorizing the County Administrator to provide emergency compensation to unclassified, exempt employees who worked during a declared State of Local Emergency, establishing compensation rates, providing for compensatory time in lieu of monetary payment.  The Resolution authorizes disaster-related straight time overtime payments for unclassified exempt employees of the Board of County Commissioners who worked more than 40 hours during the time commencing on Monday, February 15, 2016, through Monday, February 29, 2016, due to a Declared State of Emergency for the 2016 winter storms.
BACKGROUND:

On Monday, Febuary 15, 2016 an EF-3 tornado with estimated  peak winds of 152 miles per hour traveled across portions of northern Escambia County and directly impacted the town of Century. On Tuesday, February 23, 2016 the Board of County Commissioners activated the Emergency Operations Center due to numerous tornado warnings and tornado watches. Disaster protocols required many employees to work long hours prior to, during and after the storm. As with previous disasters this resolution will allow exempt employees to be paid for hours worked in excess of 40 during the state of emergency.

All non-exempt employees will already be paid for any overtime hours worked in keeping with the Fair Labor Standards Act (FLSA). Classified exempt employees are proviced stratight time overtime (STOT) unde the current Escambia County overtime policy.  No action is required by the Board for this purpose.

In addition, County employees who were not required to work during the event were granted administrative leave for work hours starting at 3:00 on Tuesday, February 23, 2016.

Unclassifed exempt employees did not receive any compensation for additional hours worked related to storm recovery and clean up activities during the period of the declared emergency.
BUDGETARY IMPACT:
The estimated impact for all overtime associated with this event is less than $50,000.
