RECOMMENDATION:
Recommendation Concerning the RESTORE Program Manager Position Included in the Notice of Award for Planning Assistance for the Development of the Multi-Year Implementation Plan Relating to RESTORE - J. Taylor “Chips” Kirschenfeld, Interim Director, Department of Natural Resources Management

That the Board approve recruiting and hiring the full-time Grant-funded position of RESTORE (Resources, Ecosystems, Sustainability, Tourist Opportunities and Revived Economies) Program Manager as included in the Notice of Award for Planning Assistance for the Development of the Multi-Year Implementation Plan Relating to RESTORE that was previously approved by the Board at its November 17, 2015, meeting (Item CAR II-15).
 
NOTE:  The RESTORE Program Manager position is included in the Notice of Award.  In the “BACKGROUND” section of the Recommendation on November 17, 2015, this position was listed as “a temporary RESTORE Program Manager.”  This Recommendation is to clarify the intent of the position as a full-time Grant-funded position for budgeting and Human Resources Department purposes.

BACKGROUND:
On November 17, 2015 (CAR II-15), the Board acknowledged and accepted the Notice of Award for Grant No. RDCGR080002-01-00 for planning assistance for the development of the Multi-Year Implementation Plan (MYIP) relating to RESTORE from the U.S. Department of the Treasury, Office of the Fiscal Assistant Secretary/Office of the Gulf Coast Restoration, in the amount of $415,850.11.  Most of the grant funds are reimbursement to the County for past expenses (including the Dewberry contract) related to developing the MYIP, project selection criteria, and needs assessment.  The new RESTORE Program Manager position will complete the County’s MYIP process by finalizing and submitting the MYIP to Treasury, and then writing and submitting the individual grant applications for each of the projects that are selected for funding by the BCC.
 
In the “BACKGROUND” section of the recommendation, the last sentence stated, “…the funds will be used to hire a temporary RESTORE Program Manager, perform a Risk Assessment, and create a Best Available Science Tool as well as other associated indirect costs.”
BUDGETARY IMPACT:
Funding:  Fund 118, Gulf Restoration Fund; Cost Center: 222030.
Position will be funded entirely by the Planning Assistance Grant.
LEGAL CONSIDERATIONS/SIGN-OFF:
No legal consideration associated with this recommendation.
PERSONNEL:
The Multi-year Implementation Grant will result in the hiring of one full-time grant-funded position (RESTORE Program Manager) and the hiring of temporary contract personnel as needed.
POLICY/REQUIREMENT FOR BOARD ACTION:
Increase in county personnel staffing must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with Budget Office and Human Resources to move forward after Board approval.
