RECOMMENDATION:
Recommendation Concerning a Resolution Regarding the Construction of County Road 295A (Old Corry Field Road) Bridge - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution requesting that the Florida Department of Transportation (FDOT) not only include the County Road (CR) 295A (Old Corry Field Road) Bridge Number 484092 in the Department’s Bridge Replacement Work Program, but also request expediting construction of the bridge.
BACKGROUND:
The existing bridge received major damage during the April 2014 flood. Escambia County made interim repairs to the bridge; however, the bridge is considered to be hydraulically deficient. Design recommends an arched structure be utilized to convey the expected high-volume runoff during storm events. The County requested emergency funds from the Federal Highway Administration for bridge replacement and was notified that such funds are not available. The design of the new bridge is at 95% completion and previous plan milestones have been approved by FDOT and Escambia County.
 
Escambia County Public Works staff plans to request that the Florida-Alabama Transportation Planning Organization (TPO) review and approve a similar Resolution request at its April 13, 2016, meeting.
BUDGETARY IMPACT:
FDOT’s current policy requires the local government to contribute 100% of the design funds. Escambia County has, so far, fully funded the present design plans, which are at 95%. FDOT's policy also requires that the county fund 25% of the construction costs of bridge replacement. Escambia County’s share of the $2,605,000 construction estimate would be approximately $651,000, the source of which has not yet been identified.

Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Resolution.

Upon approval, Escambia County Public Works staff will forward the Resolution to the Florida Department of Transportation for consideration.
