That the Board approve and authorize the County Administrator to execute the following Change Order to Baskerville Donovan, Inc., on Contract PD 10-11.005, for Engineering and Surveying Services for the Pensacola Beach Master Plan:

BACKGROUND:
Meeting in regular session on February 17, 2011, the Board approved awarding a Task Order to Baskerville Donovan, Inc., on Contract PD 10-11.005, "Engineering and Surveying Services for the Pensacola Beach Master Plan."

This Change Order, #9, in the amount of $99,632.22, is for Construction, Engineering, and Inspection (CEI) Services for the County Road (CR) 399 Portofino Traffic Calming Project. Construction is scheduled to begin March 2016. The CEI funds are covered within the $1.4M of Portofino Island Improvement Funds (PIIF) that were transferred to the County back in Fall 2015.  No new funds are requested with this Change Order. The County did not have the necessary funds at the time of the Board's previous approval to Change Order #6 in order to task Baskerville-Donovan, Inc. with the CEI services.  However, due to the recently transferred Portofino Island Improvement Funds from the SRIA to the County for the traffic calming project, the CEI services funds are now available.  This project is in the final task from the original Pensacola Beach Master Plan.

Change Order #1 was for additional meetings, coordination, and presentation as requested by Escambia County. This request included one-on-one meetings with the Santa Rosa Island Authority (SRIA) Board members, SRIA Steering Committee members, and Escambia County, to discuss the findings and details of the engineering evaluations.  

Change Order #2 was broken down into two parts. The first part of the Change Order was for final programming and design development services under responsibilities outlined in Task 2 of the Pensacola Beach Master Plan Scope of Services, to develop two mobility alternatives for the Pensacola Beach Core Area. This effort transitioned the Pensacola Beach Master Plan from the planning phase to the design/implementation phase. The second part of the Change Order was for a public presentation of the final outline alternatives developed for the Pensacola Beach Core Area under Task 2 of the Pensacola Beach Master Plan Scope of Services. The public presentation outlined the engineering issues and order of magnitude for the two final outline alternatives.   

Change Order #3 was for additional public involvement, which included everything necessary to prepare for and conduct two public meetings.  

Change Order #4 incorporated the Toll System Upgrade Support Services in the Contract for the Pensacola Beach Master Plan.
 
Change Order #5 was for design of the Pensacola Beach Boulevard Service Road and development of a Program Report. The service road work area is defined from the existing fishing bridge on the east side of Bob Sikes Bridge to the existing public restroom at Quietwater Beach. The service road design shall improve traffic access from the fishing bridge to the public parking areas that support Quietwater Beach. The Program Report will define the anticipated engineering costs, construction costs, time to complete, and priority for the Pensacola Beach Master Plan projects.
 
This Change Order, #6, was to provide engineering and surveying services to Escambia County for design of two projects stemming from the Pensacola Beach Master Plan. The first project, titled “East Entry Gateway,” included safety upgrades to the roadway and pedestrian crossings 800’ east and west of Portofino Island Resort on Via De Luna Drive. The second project, titled “ADA Improvements to Pedestrian Crosswalks,” included ADA improvements to the five existing crosswalks on Pensacola Beach. One crosswalk (commonly called the Shaggy’s crosswalk) is located on Pensacola Beach Boulevard, and the other four crosswalks are located on Via de Luna Drive, just east of the signalized intersection.

Change Order #7 reduced the Purchase Order by $25,761.34 due to an error in Change Order #3, which was entered as $149,746.26 and should have been $123,984.92.

Change Order #8 was an Administrative Change Order for "TIME ONLY" due to a delay in the execution of the SRIA/Board of County Commissioners Interlocal Agreement for the PIIF funds for the construction phase and the need to secure Baskerville Donovan, Inc. for CEI services (inclusion on concrete paver installation). The time extension allowed for the completion of the design phase (currently at 90%) and subsequent contractor procurement and construction services phases.
BUDGETARY IMPACT:
Funds for this project are available in Fund 352, Local Option Sales Tax III, Cost Center 210107/56301, Project #16EN3424.  Funds for the County Road (CR) 399 Traffic Calming Project @ Portofino Condominiums were received from the Santa Rosa Island Authority (SRIA) through an Interlocal Agreement approved by the Board on October 8, 2015.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
