RECOMMENDATION:
Recommendation Concerning a Site Access Agreement to Conduct an Environmental Assessment on County-Owned Property Located at 13009 Beulah Road - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning a Site Access Agreement for County-owned property located at 13009 Beulah Road:

A. Approve the Site Access Agreement to conduct an environmental site assessment on County-owned property located at 13009 Beulah Road; and

B. Authorize the Chairman to sign all documents related to the project.
BACKGROUND:
In 1987, a petroleum discharge was reported at the Escambia County Solid Waste Facility (SWF) located at 13009 Beulah Road, Cantonment, Florida.  The release was registered into the Florida State Petroleum Restoration Program (PRP).  This program assigns ranking scores and the funding for cleanup of the property is based on the lowest number that the program is cleaning sites at.  The Beulah Landfill Site Ranking Score is seven (7).  The program is currently cleaning sites that are scored 30 and above.  This makes the SWF a low priority.  The State is now reevaluating all low score/low priority sites in an effort to clear the books of unnecessary workloads. This access agreement will allow the State to reassess the priority of the SWF and if the site is deemed a low priority, the site will be taken off the books and no further action will be required at the site.
BUDGETARY IMPACT:
No budgetary impact is anticipated.
LEGAL CONSIDERATIONS/SIGN-OFF:

This Site Access Agreement has been reviewed by County Legal Department and approved as to form and legal sufficiency.

PERSONNEL:

No additional personnel is required for this project.

POLICY/REQUIREMENT FOR BOARD ACTION:
Right of Entry involving County property requires Board approval. 
IMPLEMENTATION/COORDINATION:
Neighborhood & Human Services Department/Community Redevelopment Agency staff will coordinate all functions required for this project.
