RECOMMENDATION:
Recommendation Concerning the Corrydale Lift Station 109 Relocation and Jones Swamp Floodplain Restoration Project - J. Taylor “Chips” Kirschenfeld, Interim Director, Department of Natural Resources Management

That the Board take the following action concerning the State of Florida, County of Escambia, Interlocal Cost-Sharing Agreement between Escambia County and the Emerald Coast Utilities Authority (ECUA) for the Corrydale Lift Station 109 Relocation and Jones Swamp Floodplain Restoration Project:
 
A. Approve the Interlocal Cost-Sharing Agreement between Escambia County and ECUA, in the amount not to exceed $122,000, in National Fish and Wildlife Foundation (NFWF) funds for the Corrydale Lift Station 109 Relocation and Jones Swamp Floodplain Restoration Project; and
 
B. Authorize the Chairman to execute the Agreement and all related documents as required to implement the project.

NOTES: 
* In June 2015, the Board approved Resolution R2015-79 relating to property exchange (2,500 square feet) with ECUA to facilitate the relocation of an existing lift station out of the Jones Swamp Wetland Preserve and to restore approximately 0.75 acres of wetlands.

* In July 2015, the Board accepted over $11 million in Grant funds from NFWF to implement multiple water quality and wildlife habitat projects in the Bayou Chico watershed.  One of the projects identified in the Grant earmarks $3 million for floodplain restoration projects.  This project represents only a portion of the restoration work under the NFWF Grant.

BACKGROUND:
This is a joint project with Emerald Coast Utilities Authority (ECUA).  In June 2015, the Board approved by resolution (R2015-79) a property exchange (2,500 square feet or approximately 0.06 acres) with ECUA to facilitate the relocation of an existing lift station out of the Jones Swamp Wetland Preserve. The lift station to be relocated is serviced by a dirt fill road.  The road extends approximately 500-feet into Jones Swamp across County property through wetlands.  Escambia County would like to partner with ECUA to remove the fill road, and restore approximately 0.75 acres of wetlands.   
 
In July 2015, the Board accepted over $11 million in grant funds from the National Fish and Wildlife Foundation (NFWF) to implement multiple water quality and wildlife habitat projects in the Bayou Chico watershed.  One of the projects identified in the grant earmarks $3 million for floodplain restoration projects within the Bayou Chico tributaries of Jones Creek and Jackson Creek.  The Corrydale Lift Station Relocation and Jones Swamp Floodplain Restoration Project constitutes only a portion of the restoration work to be completed under the NFWF grant.

ECUA will provide the initial payments, and the County will reimburse ECUA through this Interlocal Cost-Sharing Agreement.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Interlocal Cost-Sharing Agreement was reviewed and approved as to form and legal sufficiency by Stephen G. West, Senior Assistant County Attorney.
PERSONNEL:
Department of Natural Resources Management staff will implement the terms of the Interlocal Cost-Sharing Agreement.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy II.B.8.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with ECUA and other applicable parties to implement the terms of the Agreement.
