Recommendation Concerning Community Center License and Management Agreements for County-Owned Facilities - Michael Rhodes, Parks and Recreation Department Director

That the Board take the following action concerning Community Center License and Management Agreements for County-Owned Community Center Facilities between Escambia County and volunteer not-for-profit organizations:

A. Approve each of the Agreements authorizing license and management of County-owned property for public purposes with the following volunteer not-for-profit organizations:

B. Authorize the Chairman to sign each Community Center License and Management Agreement for the same aforementioned 14 volunteer not-for-profit organizations, effective upon Board approval.

BACKGROUND:

Escambia County has partnered with local, non-profit organizations in the management of Community Centers throughout the County. The organizations use and management of the Community Centers does not constitute any ownership or priority of use of the building. The County’s right of use to the community center for public purposes is in no way diminished by partnership with the organization.

Oversight responsibility for the 19 community centers is divided between the Neighborhood & Human Services Department and the Parks & Recreation Department. Currently, 14 not-for-profit organizations are managing County facilities. Staff has worked with the County Attorney’s Office to make positive changes to the existing License and Management Agreement. The new Agreements will allow staff to work more effectively with existing and future non-profit organizations by providing programming opportunities and resources for the citizens of Escambia County.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Community Center License and Management Agreement was prepared in conjunction with the County Attorney’s Office, and has been approved for form and legal sufficiency.

PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:

Board policy requires the approval of the Board for License and Management Agreements for County property, as well as for the authorization of the Chairman’s signature on the License and Management Agreements.

IMPLEMENTATION/COORDINATION:

The Parks and Recreation Department and the Neighborhood and Human Services Department will coordinate all efforts between Escambia County and the not-for-profit organizations.
