Recommendation Concerning Group Medical Insurance - Thomas G. "Tom" Turner, Human Resources Department Director

That the Board approve and authorize the County Administrator to sign the Administrative Services Agreement and the HIPAA-AS Addendum to the Administrative Services Agreement (Exhibit "C") between Blue Cross Blue Shield of Florida, Inc., D/B/A Florida Blue, and the Escambia County Board of County Commissioners (BCC) for Escambia County's Group Medical Insurance PD 14-15.069.

BACKGROUND:

On August 20, 2015, the BCC approved a three year Contract with Florida Blue to provide self-funded health insurance coverage beginning January 1, 2016 to December 31, 2019. The Administrative Services Agreement was part of the health care proposal. When legal staff reviewed the Agreement, the recommended that the Board be made aware of Section 2.4 - Use of Names and Logos of the Agreement, which states "The Employer agrees to allow Florida Blue to use the employer's name and logo on I.D. cards and other forms necessary to effectuate this Agreement, and to promote the Employer's relationship with Florida Blue to potential or existing providers." The County's legal staff determined that this does not follow the intent of the County Ordinance relating to the use of the County's name and logo. The promotion was to identify that Escambia County is a client customer and likely inclusion of the Escambia County name or logo on the Florida Blue customer wall in their Jacksonville Offices.

BUDGETARY IMPACT:

Funds are available in Fund 501, Internal Services Fund, Cost Center 140609, Object Code 54501. Final funding will be provided to the Board upon completion of Contract negotiations.

LEGAL CONSIDERATIONS/SIGN-OFF:

The County Attorney's Office has reviewed the policy and deemed it legally sufficient.

IMPLEMENTATION/COORDINATION:

The Human Resources Department will coordinate with Legal, the Office of Purchasing, and Florida Blue to distribute the Agreement.
