RECOMMENDATION:
Recommendation Concerning Contract Award for Juvenile Justice Restroom Addition and Renovations - Claudia Simmons, Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Total Construction of Northwest Florida, Inc., per the terms and conditions of PD 15-16.022, Juvenile Justice Restroom Addition and Renovations, for a lump sum of $58,372.91.

BACKGROUND:
On June 21, 2007 the Board of County Commissioners approved a lease agreement with the State of Florida, Department of Juvenile Justice, Division of Detention Services for leasing 30,355 square feet of space in the Theodore Bruno Building, 1800 St. Mary Street, Pensacola, FL.   The lease includes a square foot cost for the base rent; insurance excluding contents; interior & exterior maintenance, pest control, and custodial services.  Also included in this square foot cost are funds set aside for State requested capital improvements to the leased premises.

Section VI.2  of the lease states that the Lessee shall have the right to make any alteration in and to the premises during the term of the lease after first having obtained the written consent of the Lessor.    Lessor shall not unreasonably withhold the consent to any such alterations.

The Department of Juvenile Justice has requested a capital improvement project to construct two new public restrooms with minor modifications to two existing staff restrooms and the public’s waiting area.  The project was advertised on January 11, 2016 and nine sealed bids were received on February 11, 2016.  The most reasonable and responsive bid was submitted by Total Construction of Northwest Florida, Inc. in the amount of $58,372.91.

This project is being funding by the State of Florida, Department of Juvenile Justice, Division of Detention Services.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, January 11, 2016.  A Non-Mandatory Pre-Solicitation Meeting was held on Wednesday, January 20, 2016.  Fifteen firms were represented at that meeting.  Bids were received from nine firms on February 11, 2016.

This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form A: Construction - A/E Designed and Purchase Order.
