RECOMMENDATION:
Recommendation Concerning the Lease Agreement (Customer Order) and Addendum to Customer Order with Culligan Water Solutions for a Commercial Water Softener - David W. Wheeler, CFM, Facilities Management Department Director

That the Board take the following action concerning approval of the Lease Agreement (Customer Order) and Addendum to Customer Order between Culligan Water Solutions and Escambia County for a Commercial Softener:

A. Approve the Lease Agreement (Customer Order) and the Addendum to Customer Order for a lease period of 48 months;

B. Authorize the Chairman to sign the Lease Agreement (Customer Order) and Addendum to Customer Order; and

C. Authorize the execution of the necessary Purchase Order(s).

BACKGROUND:
A commercial water softener is required to pre-treat the water for the Main Jail’s steam boilers which produce and distribute steam to the kitchen, laundry, and the building’s heating operations. Facilities Management has determined that a lease agreement is the most cost-effective approach to this issue, rather than outright purchasing and owning this type of system. The lease will include a monthly maintenance and repair service to ensure that system efficiency is maintained throughout the 48-month lease period.
BUDGETARY IMPACT:
Fund 001, Facilities Management/Maintenance, Cost Center 310203, Object Code 54401.
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual reviewed and approved the Lease Agreement (Customer Order) and Addendum to Customer Order.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Escambia County, Florida, Code of Ordinances, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:

This lease has been coordinated with Facilities Management, County Attorney's Office and Culligan Water Solutions.  Facilities Management will oversee this Lease Agreement.
