RECOMMENDATION:
Recommendation Concerning a Resolution Approving the Temporary Road Closure Related to the Replacement and Maintenance of Escambia County Bridge on Dortch Road Over Beaver Dam Creek - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning a Temporary Road Closure related to the replacement and maintenance of Bridge #484017 on Dortch Road over Beaver Dam Creek:

A. Adopt the Resolution authorizing the temporary road closure of Dortch Road over Beaver Dam Creek and a traffic detour of less than one mile along County Road 4 for approximately 180 days; and

B. Authorize the Chairman or Vice Chairman to execute the Resolution and any subsequent documents required for implementation of the bridge replacement.

BACKGROUND:
FDOT will replace Bridge #484017 on Dortch Road over Beaver Dam Creek, located in Escambia County and not on the State Highway System. Meeting in regular session on January 22, 2015, the Board entered into an Off-System Agreement with the Florida Department of Transportation (FDOT) related to the replacement and maintenance of Dortch Road Bridge, #484017, over Beaver Dam Creek. FDOT has requested that the Board adopt a Resolution approving temporary road closures related to bridge replacement projects.

FDOT has established a need for Dortch Road to be closed for approximately 180 days, and traffic to be detoured for less than one mile along County Road 4 to successfully complete the project. The letting date for this bridge replacement project has been scheduled for February 22, 2017.

Upon the Board's adoption of the Resolution and FDOT's completion of the structure, Escambia County will be responsible for maintenance of the bridge.
BUDGETARY IMPACT:
All construction work will be performed by FDOT. The road closure will reduce construction time and costs, minimizing right of way purchases and/or construction easements. Funds for maintenance of bridges are available in Fund 175 “Transportation Trust Fund”, Account 210402/54601.
LEGAL CONSIDERATIONS/SIGN-OFF:
Stephen West, Senior Assistant County Attorney, reviewed and approved the Off-System Project Agreement and prepared the Resolution.
PERSONNEL:
All construction work will be performed by FDOT. There will not be any impact to county personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval and Chairman's or Vice-Chairman's execution, the Resolution will be returned to FDOT.
IMPLEMENTATION/COORDINATION:
Construction plans are available for review (by authorized personnel only) by contacting Liz Bush or James Duncan, Engineering Division, at the Escambia County Central Office Complex. All bridge replacement work will be coordinated by FDOT.
