RECOMMENDATION:
Recommendation Concerning the Off System Project Agreement Related to the Replacement and Maintenance of Escambia County Bridge on Bratt Road Over Canoe Creek - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Off System Project Agreement between the State of Florida Department of Transportation (FDOT) and Escambia County related to the replacement and maintenance of Bridge #484050 on Bratt Road over Canoe Creek:

A. Adopt the Resolution authorizing the Agreement; 

B. Adopt the Resolution authorizing the temporary road closure of Bratt Road over Canoe Creek for approximately nine months, and a traffic detour of 8.7 miles;

C. Approve the State of Florida Department of Transportation Off System Project Agreement between FDOT and Escambia County, related to the replacement and maintenance of Bridge #484050 on Bratt Road over Canoe Creek; and

D. Authorize the Chairman or Vice Chairman to execute the Resolutions and the Agreement and any subsequent documents required for implementation of the bridge replacement.

BACKGROUND:
Bridge #484050 on Bratt Road over Canoe Creek, located in Escambia County and not on the State Highway System, will be replaced by FDOT. According to FDOT criteria, this bridge has reached a level of deterioration to warrant replacement and is on the list for FDOT's 5-Year Work Plan. During construction, in order to reduce construction time and costs, minimize right of way purchase and/or construction easements, and/or minimize wetland impacts, a temporary road closure is necessary for approximately nine months. During this time, traffic will be detoured to Pine Barren Road and County Road 4 for a length of 8.7 miles. Upon Board adoption of the Resolutions, approval of the Agreement, and FDOT's completion of the structure, Escambia County will be responsible for maintenance of the bridge.
BUDGETARY IMPACT:
All construction work will be performed by FDOT. Funds for maintenance of bridges are available in Fund 175 “Transportation Trust Fund”, Account 210402/54601.
LEGAL CONSIDERATIONS/SIGN-OFF:
Stephen West, Senior Assistant County Attorney, has reviewed and approved the Off-System Project Agreement and has prepared the Resolutions.
PERSONNEL:
All construction work will be performed by FDOT. There will not be any impact to county personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval and Chairman's or Vice-Chairman's execution, the Agreement will be returned to FDOT for final execution and recording.
IMPLEMENTATION/COORDINATION:
Construction plans are available for review (by authorized personnel only) by contacting Liz Bush or James Duncan, Engineering Division, at the Escambia County Central Office Complex. All bridge replacement work will be coordinated by FDOT.
