RECOMMENDATION:
Recommendation Concerning a Site Access Agreement to Conduct an Environmental Assessment on County-owned Property Located at 7500 North Century Boulevard - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning a Site Access Agreement for County-owned property located at 7500 North Century Boulevard:

A. Approve the Site Access Agreement to conduct an environmental assessment on County-owned property located at 7500 North Century Boulevard, Century, Florida; and 

B. Authorize the Chairman to sign all documents related to the project.

[There will be no budgetary impacts]
BACKGROUND:
In July 1987, a petroleum release was discovered at the Escambia County facility located at 7500 North Century Boulevard (PRN 055N303301001001) in Century, Florida.  The release was reported to the Florida Department of Environmental Protection and was registered into the State Early Detection Incentive Program.  This program provides for State funded cleanup. The program assigns a score number to the property which determines the priority level and when a property would be eligible for the cleanup if needed. The current funding score is 30 and above.  The County property is currently scored a 6, which is a low priority site.  The State is currently re-assessing all low score/priority sites to determine if these sites can be removed from program consideration.  The agreement will allow the State to conduct an assessment to determine the scoring eligibility of the County property.
BUDGETARY IMPACT:
There are no budgetary impacts. 
LEGAL CONSIDERATIONS/SIGN-OFF:
The Site Access Agreement has been reviewed by County Legal Department and approved as to form and legal sufficiency. 
PERSONNEL:
No additional personnel is required for this project. 
POLICY/REQUIREMENT FOR BOARD ACTION:
Right of Entry involving County property requires Board approval. 
IMPLEMENTATION/COORDINATION:
Neighborhood and Human Services Department /Community Redevelopment Agency staff will coordinate all functions required for this project.
