That the Board approve and authorize the County Administrator to execute the following Change Order to Baskerville-Donovan, Inc., on Contract PD 12-13.065, "Design Services for OLF-X Property in Santa Rosa County":

BACKGROUND:
Meeting in regular session on October 17, 2013, the Board approved the Design Agreement between Escambia County and Baskerville-Donovan, Inc. for the OLF (Out Lying Field)-X property in Santa Rosa County.  The original scope provided engineering and surveying services to the Escambia County Public Works Department for property acquisition support necessary to purchase the subject property.

Upon Board approval, Baskerville-Donovan, Inc. will provide design services to take the existing plans produced under Change Order 1, phase the construction into two phases.  Phase one will consist of all clearing & grubbing, earthwork and grading, seeding, fertilizing and maintenance of grass during the growing period and temporary irrigation.  Phase two will consist of all civil and architectural construction (i.e. roads, helipads, crash house, fueling pits, roadways, observation tower, etc.).  This Change Order will also include the Construction, Engineering and Inspection (CEI) services for both phases of construction, bidding administration, meetings associated with the bidding and award, construction meetings, progress meetings. This Change Order also includes the American Land Title Association (ALTA) survey, environmental surveys and due diligence report for Site 8.  There is an hourly allowance listed as optional services for any additional unforeseen meetings that may arise.  
 
Change Order #1, which was approved by the Board on March 18, 2014, in the amount of $727,805.60, added design services to develop the recently purchase Santa Rosa County Property as a new OLF helicopter field.  

Change Order #2 was an administrative Change Order to move Purchase Order balance of $767,849.65 from object code 53101 to correct object code of 56101.

Change Order #3 added 365 days to this contract so that the Engineer (BDI) can monitor the grass plantings through the next growing season.  In addition, an Additive Change Order, in the amount of $25,000, was requested to complete the various coordination and administration efforts related to removing timber from the OLF-X site in the northern Santa Rosa County and rezoning the property from agricultural activities to military.  
 
Change Order #4 was an administrative no cost Change Order to transfer funds $15,998.40 from Task 4 "Architectural Design Fee" to Task 3 "Optional Services - Environmental Surveys". 

Change Order #5 was an administrative no cost Change Order to add for time to last through construction and final acceptance of the site by the Navy.
BUDGETARY IMPACT:
A Budget Amendment is being prepared by the Office of Management and Budget to transfer funds into Fund 352 "LOST III".

This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
