RECOMMENDATION:
Recommendation Concerning Contract Award for Pensacola Beach Congestion Management Plan - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Volkert, Inc., per the terms and conditions of PD 15-16.007, Pensacola Beach Congestion Management Plan, for a lump sum of $448,227, plus an allowance of $15,000, for a total of $463,227.

BACKGROUND:
Several studies have been conducted regarding traffic and parking issues within the Pensacola Beach Core Area over the past several years. In addition, the Santa Rosa Island Authority (SRIA) commissioned a professional design and planning firm, EDSA, to complete a Pensacola Beach Master Plan (dated March 2010) to help address these concerns. Now, Escambia County Public Works staff is seeking an engineering firm to evaluate the Pensacola Beach Master Plan, generate a Pensacola Beach Congestion Management Plan (CMP), perform design services for multiple short-term congestion improvements at Pensacola Beach, and develop a long-term capital program to improve beach access and alleviate traffic congestion.
 
The Pensacola Beach CMP will be a separate document from the EDSA Master Plan that (with extensive an extensive public involvement aspect) will provide several recommended transportation related projects (both short- and long-term improvements) in order to alleviate some of the traffic congestion experienced on the Island. The short-term improvements will offer immediate pedestrian and vehicular traffic congestion relief until such time that the long-term improvements are designed and constructed in the Core Area.

Requests for Letters of Interest, PD 15-16.007, Pensacola Beach Congestion Management Plan were publicly noticed on Monday, October 26, 2015 to one hundred eighty eight known firms.  Responses were received from two firms on Tuesday, November 10, 2015.  The Selection/Negotiation held discussions on Thursday, December 17, 2015.  The Selection/Negotiation Committee ranked in the following order:

1. Volkert, Inc.
2. Baskerville-Donovan, Inc.

Volkert, Inc. provided their initial fee proposal on January 26, 2016.  The first negotiation meeting was held Thursday, January 28, 2016.  Final and Best Offers were established on Wednesday, February 3, 2016 establishing the fee at a lump sum of $448,227, plus an allowance of $15,000 for a total of $463,227.  The $15,000 allowance is for the design of an overhead pedestrian signal at Flounders Crossing.  The pedestrian signal will be a mast arm setup that will be coordinated with the existing signal at Fort Pickens Road and Via Deluna Drive in efforts to alleviate the traffic congestion that occurs at the Flounder's Crossing.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
