RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement between Escambia County, Florida, and the School Board of Escambia County - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Interlocal Agreement between Escambia County, Florida, and the School Board of Escambia County, Florida, for Student Clinical Training for the provision of certain Emergency Medical Services, as approved by the School Board action on January 19, 2016:

A. Approve the Interlocal Agreement to enable students in the First Responder Program at West Florida High School of Advanced Technology (WFHS) and George Stone Technical Center (GSTC), to receive clinical experience under the auspices of Escambia County EMS (ECEMS), commencing the effective date of the Agreement through January 18, 2017; and

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
This Agreement will establish the provision of clinical students enrolled in the First Responder Program at WFHS and GCTC. Such training strengthens existing academics in the pre-hospital care curriculum at the school. Through the Agreement, ECEMS will provide clinical training, specifically pre-hospital, emergency patient care, for certain WFHS and GSTC students. This partnership benefits ECEMS through use of the additional manpower provided by the student trainees.

ECEMS Field Training Officers will provide the necessary oversight and instruction, based on a suitable training program developed in coordination with WFHS and GSTC.

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristen Hual approved the documentation as to form and legal sufficiency on February 3, 2016.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, the Agreement become effective upon filing with the Escambia County Clerk's Office. Following BCC approval, Tamika L. Williams, Public Safety Business Operations Division Manager, will ensure the appropriate originals is returned to the District School Board for its files, Pat Kostic, Public Safety EMS Division Manager, will oversee implementation of the Agreement and, in cooperation with WFHS and GSTC health science instructors will develop a schedule to ensure that eligible students have the opportunity to participate in clinical training opportunities.
