That the Board approve the reallocation of funds from the Capital Improvement Program, totaling $13,500, as follows:

BACKGROUND:
Escambia County Public Works staff requests the Board's approval to transfer $13,500 from the Pensacola Beach Master Plan Drainage Project (Drainage - District 4) to the Pensacola Beach Congestion Management Program (Transportation - District 4).

Public Works staff is seeking an engineering firm to evaluate the Pensacola Beach Master Plan, generate a Pensacola Beach Congestion Management Plan (CMP), perform design services for multiple short-term congestion improvements at Pensacola Beach, and develop a long-term capital program to improve beach access and alleviate traffic congestion.

The Pensacola Beach CMP, which will have extensive public involvement, will be a separate document from the Pensacola Beach Master Plan. The CMP will provide several recommended transportation-related projects (both short- and long-term improvements) in order to alleviate some of the traffic congestion experienced on the Island. The short-term improvements will offer immediate pedestrian and vehicular traffic congestion relief until such time that the long-term improvements are designed and constructed in the Core Area.

The Department has $450,000 budgeted for this project, but an additional $13,500 is requested to fund the optional services portion of the contract. The optional services portion is for the design of an overhead pedestrian signal at Flounders Crossing. The pedestrian signal will be a mast arm setup that will be coordinated with the existing signal at Fort Pickens Road and Via DeLuna Drive in an effort to alleviate the traffic congestion that occurs at Flounder's Crossing. 

BUDGETARY IMPACT:
No budgetary impact occurs. Funding is currently available in Fund 352, "Local Option Sales Tax III", Cost Center 210107, Object Code 56301.
