RECOMMENDATION:
Recommendation Concerning Approval of a Contract for Acquisition of a Portion of Real Property for the Englewood Boys and Girls Club Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the acquisition of a portion of real property located in the 1100 Block of West Fisher Street (approximately 0.17 acres), from Abraham Booker for the Englewood Boys and Girls Club Project: 

A. Authorize the purchase of a portion of real property located in the 1100 Block of West Fisher Street (approximately 0.17 acres), from Abraham Booker for the purchase price of $14,649.54, in accordance with the terms and conditions contained in the Contract for Sale and Purchase;

B. Authorize the Chairman to sign the Contract for Sale and Purchase for the acquisition of a portion of real property located in the 1100 Block of West Fisher Street (approximately 0.17 acres), from Abraham Booker; and

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute any documents, subject to Legal review and sign-off, necessary to complete the acquisition of this property without further action of the Board.

BACKGROUND:
The Englewood Community Center is a public recreational facility located on the northwest corner of "H" Street and West Cross Street. The community center, which serves as a facility for the Escambia County Boys and Girls Club, wishes to improve their recreational facilities by improving their limited parking areas to meet capacity and adding associated sidewalks to meet Americans with Disabilities Act (ADA) Standards.

The acquisition area, Lots 17 and 18 of Block 48, Englewood Heights, will be used to construct new sidewalks, reestablish drainage swales, and for the county to obtain ownership of a paved portion of "H" Street within this area.
BUDGETARY IMPACT:
Funding for this acquisition is available in Fund 352 "LOST III", Cost Center 210107/56101/Project #14EN2683
LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase was approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney. The County Attorney's Office will prepare the closing documents and conduct the closing for the purchase of this property.
PERSONNEL:
All work associated with this acquisition is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the Escambia County Code of Ordinances.
