RECOMMENDATION:

Recommendation Concerning the Pensacola Bay Watershed Discovery Memorandum of Understanding

That the Board of County Commissioners (BCC) provide authorization for the County Administrator to sign the non-binding Memorandum of Understanding (MOU) for the Pensacola Bay Watershed Study.

BACKGROUND:

A request authorizing the County Administrator to sign, subject to Legal review and sign-off, the Pensacola Bay Watershed Discovery Memorandum of Understanding (MOU), with the Northwest Florida Water Management District and the Federal Emergency Management Agency Region IV, regarding the Risk Mapping, Assessment, and Planning (Risk MAP) Program, with the goal of delivering quality data that increases public awareness and leads to actions that reduce the risk to life and property.

BUDGETARY IMPACT:

No budgetary impact is anticipated by the authorization of this MOU.

LEGAL CONSIDERATIONS/SIGN-OFF:

The attached Memorandum of Understanding has been reviewed and approved for legal sufficiency by Kerra Smith, Assistant County Attorney. Any recommended legal comments are attached herein.

PERSONNEL:

No additional personnel are required for implementation of this MOU.

POLICY/REQUIREMENT FOR BOARD ACTION:

The proposed document is consistent with the Board’s goal “to increase citizen involvement in, access to, and approval of, County government activities.”
