RECOMMENDATION:
5:32 p.m. Public Hearing concerning Escambia County Area Transit (ECAT) proposed service route modifications.

Recommendation:  That the Board, after receiving comments at the Public Hearing, take the following action concerning the Escambia County Area Transit (ECAT) proposed service route modifications:

A. Approve the recommended schedule and service modifications; or

B. Amend and approve the recommended schedule and service modifications.

Escambia County and ECAT completed a Comprehensive Operational Analysis (COA) in 2015. The goal of the COA was to evaluate ECAT's current transit system and develop recommendations for the transit system network for the future.

The results of the COA were presented to the BCC at the Committee of the Whole Workshop on June 11, 2015. ECAT was directed to proceed with the planning for the proposed Phase 1 changes and to return with a recommendation for the Board when ready to initiate these changes.

The Phase 1 service changes proposed at this time are included in the Preliminary Recommendations by the Mass Transit Advisory Committee (MTAC).
BACKGROUND:
Escambia County and ECAT completed a Comprehensive Operational Analysis (COA) in 2015. The goal of the COA was to evaluate ECAT's current transit system and develop recommendations for the transit system network for the future.

The results of the COA were presented to the BCC at the Committee of the Whole Workshop on June 11, 2015. ECAT was directed to proceed with the planning for the proposed Phase 1 changes and to return with a recommendation for the Board when ready to initiate these changes.

The Phase 1 service changes proposed at this time are included in the Preliminary Recommendations by the Mass Transit Advisory Committee (MTAC). Additional minor changes were incorporated, and employee workshops were held in June and July 2015. In general, the changes include the following:
  • Revision of existing Route 41 by splitting it into two separate routes; 31 and 41. Route 31 will provide all-day bi-directional service between ECAT's Downtown Transfer Center and Pensacola State College, via 12th Avenue and Bayou Boulevard, adding services to Target, Winn-Dixie, and Sacred Heart Hospital. Route 41 will be modified to include Summit Boulevard and a portion of Scenic Highway.
  • Elimination of existing Route 42 by splitting it into two new routes, 32 and 52. Route 32 will provide all-day bi-directional service between ECAT's Downtown Transfer Center and ECAT's Rosa Parks Transit Center. Route 52 will provide all-day bi-directional service between ECAT's Rosa Parks Transit Center and Cordova Mall via Pensacola State College, with increased frequency during peak hours.

ECAT staff will ensure that all service is in compliance with the FTA and FDOT requirements. Any changes will be submitted to the Board prior to implementation.
