RECOMMENDATION:
Recommendation Concerning Sponsoring the 3rd Annual Celebrating Brownsville Community Festival - Tonya Gant, Neighborhood & Human Services Department Director

That the Board approve the request to sponsor the 3rd Annual Celebrating Brownsville Community Festival, in the Brownsville Redevelopment Area, with a budget up to $15,000, to be funded through the Brownsville Tax Increment Financing (TIF).

BACKGROUND:

The purpose of the Celebrating Brownsville Community Festival is to serve as a public outreach to the Brownsville and the Greater Pensacola communities.  The mission, as it relates to cultural initiatives, is to identify the cultural significance and arts potential of the Brownsville Community Redevelopment Area and incorporate these unique characteristics into projects, programs, and events to encourage reinvestment, promote economic development, and enhance the community. This event draws a wide range of talented artists who provide insights into the contemporary art scene, and demonstrate the true value of Brownsville’s cultural diversity. Last year's event was a huge success with a crowd of over 1200 attendees.  This year's event will take at the Brownsville Community Square at 3300 Mobile Highway on Saturday, April 30, 2016 from 11:00 a.m. to 4:00 p.m. This event will include art shows, live musical performances, children activities, food, social and educational resources, multiple vendors, and many more. A rendering of the site is attached.

BUDGETARY IMPACT:
Funding for the Festival will be provided through the Brownsville TIF, Fund 151, Cost Center 370113.
LEGAL CONSIDERATIONS/SIGN-OFF:

There is no legal consideration required.

PERSONNEL:

Neighborhood & Human Services Department/Community Redevelopment Agency (NHS/CRA) staff will handle coordination and organization of this event.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for disbursement of funds to all private individuals or outside agencies.
IMPLEMENTATION/COORDINATION:
NHS/CRA staff, in coordination with other event sponsors such as: Artel Gallery, Lamar Advertising, City of Pensacola, and other partners, to handle all implementation tasks.
