RECOMMENDATION:
Recommendation Concerning the Basic Subscriber Agreement with BuyCrash.com - Michael D. Weaver, Public Safety Department Director

That the Board take the following action regarding the Basic Subscriber Agreement with BuyCrash.com, for the provision of purchasing State accident reports to assist with collecting pertinent data related to motor vehicle accident insurance claims:

A. Approve the Basic Subscriber Agreement to enable the EMS Billing Office access to motor vehicle accident reports at a rate of $16 per report, commencing the date upon filing with the Clerk of the Circuit Court of Escambia County, Florida, and continuing until terminated by either party; and

B. Authorize the Chairman to sign the Agreement.

BACKGROUND:
Appriss is a company that provides state accident reports to authorized users of motor vehicle information, via their web portal at BuyCrash.com.  The Escambia County EMS Billing Office uses this data in accordance with its normal billing of motor vehicle insurance claims for our EMS system.  The Florida State Trooper Office does not currently take credit card payments for obtaining a copy of these reports, and requires the EMS Billing Office to wait 50 days following the crash before making the report available.  Through BuyCrash.com the accident reports are available within 48 hours of the officer’s posting of the report, for a $16.00 fee on each report. It is estimated that in using the BuyCrash reports the EMS Billing Office will be able to significantly increase their collection rate on motor vehicle accident insurance claims; because the reports typically provide insurance information for all parties to the accident.

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristen Hual approved the documentation as to form and legal sufficiency on January 7, 2016.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, Tamika L. Williams, Public Safety Business Operations Division Manager, will ensure the appropriate originals are returned for file, Joseph Scialdone, EMS Billing Manager, will oversee implementation of the agreement.
