RECOMMENDATION:
Recommendation Concerning the Purchase, Installation, and Continued Data Monitoring Contract for a Vehicle Global Positioning System - Joy D. Blackmon, P.E., Public Works Department Director

That the Board approve the purchase of hardware, installation, and a one year Data Monitoring Contract with Networkfleet, Inc., in the amount of $220,423. This amount would provide for the hardware purchase, installation, and monitoring of 431 additional selected Escambia County vehicles and the continued monitoring of 200 current Global Positioning System (GPS) units during the Contract period. This Purchase and Monitoring Contract will utilize the existing General Services Administration (GSA) Contract # GS-07F-5559R.

BACKGROUND:
Meeting in regular session on January 22, 2015, the Board of County Commissioners approved the purchase, installation, and monitoring of 200 selected Escambia County vehicles via a Networkfleet, Inc., Global Positioning System (GPS) for a period of one year through a GSA contract #GS-07F-5559R. A bid solicitation, PD 14-15.093, Cellular Service and Equipment, was advertised to include these types of GPS units and closed with no responses on October 05, 2015. Therefore, this recommendation allows the continuation of the monitoring of these vehicles and the enhancement of the GPS program through the installation and monitoring of 431 additional GPS units on road vehicles of the county fleet for a period of one year. The current GSA contract #GS-07F-5559R will continue to be utilized.

 
BUDGETARY IMPACT:
Funding is available in Fund 175 "Transportation Trust Fund" , Cost Center 210405, Object Code 55201 and 53401.
LEGAL CONSIDERATIONS/SIGN-OFF:
This contract is authorized for use by local and state agencies under the General Services Administration (GSA) Schedule 84, Contract # GS-07F-5559R.

POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-88, 94 of the Escambia County Code of Ordinances; requests for proposals, cooperative purchases.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the Office of Purchasing will issue the Contract and Purchase Order; staff will coordinate implementation of the contracted services.
