RECOMMENDATION:
Recommendation Concerning the Contract Award for County Road 399 Traffic Calming at Portofino Condominiums - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Gulf Atlantic Constructors, Inc., for Standard Road/Drainage Construction, per the terms and conditions of PD 15-16.013, CR 399 Traffic Calming at Portofino Condominiums, for a lump sum of $1,135,083.35.

Funds for the CR399 Portofino Traffic Calming Project were received from the SRIA through an Interlocal Agreement approved by the Board on October 8, 2015.
BACKGROUND:
At its' Regular Board meeting on April 23, 2015, the Board of County Commissioners approved Change Order #6 to the Baskerville Donovan, Inc., Contract PD 10-11.005 "Engineering and Surveying Services for the Pensacola Beach Master Plan.” The Change Order in the amount of $123,984.92 included the $92,204.99 for engineering services for the CR399 Traffic Calming at Portofino on Pensacola Beach. The traffic calming project will provide safety upgrades to the roadway segment adjacent to the Portofino Condominiums (800’ east and west of the Portofino entrance) and the existing pedestrian crossing.
 
Subsequently, the BCC at its regular meeting on October 8, 2015 approved an Interlocal Agreement (ILA) with the SRIA Board to transfer $1,055,000 from the PIIF to fund the construction of the CR399 Traffic Calming at Portofino. After bid opening (December 29, 2015) it was apparent that additional PIIF funds were necessary to fully fund the construction phase. The SRIA Board at its regular meeting on January 13, 2016 reviewed and approved an amended ILA increasing the PIIF contributions for an additional $400,000. The BCC then reviewed and approved the amended ILA at its regular meeting on January 21, 2016.
 
The construction schedule is anticipated to occur between the months of March through June 2016, with substantial completion by Memorial Day Weekend.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, November 11, 2015 and Monday, November 23, 2015.  A Mandatory Pre-Solicitation Meeting was held on Thursday, December 3, 2015.  Seven firms were represented at that meeting.  Bids were received from two contractors on Tuesday, December 29, 2015. Gulf Atlantic Constructors Inc. is the low bidder.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
