RECOMMENDATION:
Recommendation Concerning the Contract Award for Design Services for Willowbrook Lake Dam - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Sigma Consulting Group, Inc., per the terms and conditions of PD 15-16.004, Design Services for Willowbrook Lake Dam, for a lump sum of $93,975, plus allowances of $21,350 for a total of $115,325.

BACKGROUND:
This was previously a private lake and dam that was significantly damaged during the 2014 April Storm Event.  The intended outfall route for this dam proceeds downstream through culverts under Chemstrand Road.  This roadway sustained damaged during this same event.  Chemstrand Road has been repaired and the BOCC acquired ownership of the dam area so that necessary repairs and future maintenance can occur.  Rebuilding of the dam and reoccurring scheduled maintenance of the dam will enhance public safety for adjacent property owners and citizens that utilize Chemstrand Road.

Requests for Letters of Interest, PD 15-16.004, Design Services for Willowbrook Lake Dam were publicly noticed on Monday, October 19, 2015 to forty eight know firms.  Responses were received from five firms on Tuesday, November 3, 2015.  The Selection/Negotiation Committee short-listed to three firms and held discussions with the three firms on Wednesday, December 2, 2015.  The Selection/Negotiation Committee ranked in the follow order:

1. Sigma Consulting Group, Inc.
2. Volkert, Inc.
3. Kenneth Horne and Associates, Inc.

Sigma Consulting Group, Inc. provided their initial fee proposal on Tuesday, December 22, 2015 with a lump sum amount of $128,905, plus allowances of $7,670 for a total of $136,575.  The first negotiation meeting was held on Tuesday, January 5, 2016.  Final and Best Offers were established on Monday, January 11, 2016 establishing the fee at a lump sum of $93,975, plus allowances of $21,350 for a total of $115,325.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

IMPLEMENTATION/COORDINATION:
