RECOMMENDATION:
Recommendation Concerning the Revocable License Agreement with Pensacola State College for the Jones Creek Project - J. Taylor “Chips” Kirschenfeld, Interim Director, Department of Natural Resources Management

That the Board take the following action concerning the Revocable License Agreement with Pensacola State College for the Jones Creek Project:
 
A. Approve the Revocable License Agreement between the District Board of Trustees of Pensacola State College, Florida, and Escambia County (College Contract Number 2016162); and

B. Authorize the Chairman to sign the Agreement and any subsequent documents related to acceptance, execution, reporting, no-cost time extension, and amendments to this Agreement, subject to Legal review and approval, without further action of the Board.
BACKGROUND:
Escambia County Department of Natural Resources Management is planning a Jones Creek Stream Restoration Project funded by the National Fish & Wildlife Foundation as part of the Bayou Chico Restoration grant approved by the Board on 07-23-2015 [Funding: Fund 118, Gulf Coast Restoration Fund, Cost Center 222002, NFWF #45910 Bayou Chico]. The Jones Creek Project will remove historical fill material from the wetland floodplain and restore the natural floodplain. This Revocable License Agreement will allow County staff and contractors to access Pensacola State College property in order to conduct environmental testing, soil borings, and prepare a preliminary design for the project.
BUDGETARY IMPACT:
No budgetary impact associated with this Agreement.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Agreement was prepared by Stephen G. West, Senior Assistant County Attorney.
PERSONNEL:
Escambia County Department of Natural Resources Management staff will manage this project.
POLICY/REQUIREMENT FOR BOARD ACTION:
Required by Board policy II.B.8.
IMPLEMENTATION/COORDINATION:
This project will be coordinated with the Escambia County Engineering Department, Florida Department of Environmental Protection, and the U.S. Army Corps of Engineers.
