RECOMMENDATION:
Recommendation Concerning Amendment 1 to the Standard Professional Consulting Services Contract with Dewberry Consultants, LLC, for PD 13-14.026, Re-Solicit Consulting Services for RESTORE Act of 2012 Multi-Year Plan - J. Taylor "Chips" Kirschenfeld, Interim Director, Department of Natural Resources Management

That the Board take the following action concerning Amendment 1 to the Standard Professional Consulting Services Contract with Dewberry Consultants, LLC, for PD 13-14.026, Re-Solicit Consulting Services for RESTORE Act of 2012 Multi-Year Plan:

A. Approve Amendment 1 to the Standard Professional Consulting Services Contract with Dewberry Consultants, LLC, for PD 13-14.026, Re-Solicit Consulting Services for RESTORE Act of 2012 Multi-Year Plan; and

B. Authorize the County Administrator to sign Amendment 1 and subsequent documents related to the Standard Professional Consulting Services Contract for PD 13-14.026, subject to Legal review and approval, without further action of the Board.
BACKGROUND:
On 06-26-2014, the Board approved a Standard Professional Consulting Services Contract with Dewberry Consulting, LLC, for PD 13-14.026, Re-Solicit Consulting Services for RESTORE Act of 2012 Multi-Year Plan.
 
On 11-17-2015, the Board acknowledged and accepted the Notice of Award for planning assistance for the development of the Multi-Year Implementation Plan (MYIP) from the U.S. Department of the Treasury.
 
Part of the stipulation within the Notice of Award from Treasury included the Financial Assistance Standard Terms and Conditions, and Program-Specific Terms and Conditions. In addition, there are Special Terms and Conditions for Award by Treasury relating to the disbursement of certain funds. To be in compliance, Dewberry has prepared Amendment 1 to acknowledge their receipt and agreement to comply with the RESTORE Act Standard Terms and Conditions and Program-Specific Terms and Conditions for its portion of their work listed in the contract.
BUDGETARY IMPACT:
There is no budgetary impact associated with this recommendation.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Amendment was reviewed and approved as to legal form and sufficiency by Kristin Hual, Assistant County Attorney.
PERSONNEL:
No additional impact to personnel associated with this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy II.B.8.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with Dewberry Consultants, LLC, and the U.S. Department of the Treasury.
