RECOMMENDATION:
Recommendation Concerning a Resolution to Add Escambia County, Florida, as a Party to the Gulf Coastal Plain Ecosystem Partnership - J. Taylor "Chips" Kirschenfeld, Interim Director, Department of Natural Resources Management

That the Board adopt and authorize the Chairman to sign Resolution No. 3 of the Parties of the Gulf Coastal Plain Ecosystem Partnership Amending the Master Memorandum of Understanding Bearing FDACS Contract No. 003325 to Add Escambia County, Florida, as a Party, which allows for collaboration with neighboring land management agencies such as the Florida Park Service, in coordination of management practices, technology, and resources to accomplish mutual goals and interests with a cooperative stewardship strategy for sustainable land management for the integrity of natural ecosystems and ecosystem services including the protection of water quality.
BACKGROUND:
Escambia County has been invited to join Gulf Coast Plain Ecosystem Partnership (GCPEP) which is comprised of a cooperative group of land managers facilitating a voluntary regional and cooperative stewardship strategy for sustainable land management for the integrity of natural ecosystems and ecosystem services including the protection of water quality. Escambia County manages approximately 1,000 acres of passive recreation and conservation lands. Collaboration with neighboring land management agencies such as Florida Park Service improves the coordination of management practices, technology, and resources to accomplish mutual goals and interest. Nothing is this agreement shall be construed to place financial commitment upon any of the parties.
BUDGETARY IMPACT:
No budgetary impact associated with this recommendation.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Resolution has been reviewed and approved as to legal form and sufficiency by Kristin Hual, Assistant County Attorney.
PERSONNEL:
No additional impact to staff of the Department of Natural Resources Management.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy 1.A.6.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with the parties of the GCPEP and other entities.
