| RECOMMENDATION: |
Recommendation Concerning Contract Award for Design Services for State Road 95 (US 29) Improvement Project - Claudia Simmons, Office of Purchasing, Purchasing Manager
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and American Consulting Engineers of Florida, LLC, per the terms and conditions of PD 14-15.098, Design Services for State Road 95 (US 29) Improvement Project, for a lump sum of $49,915, plus allowances of $24,034, for a total of $73,949.

| BACKGROUND: |
Requests for Letters of Interest, PD 14-15.098, Design Services for State Road 95 (US 29) Improvement Project (Signalization Project) were publicly noticed on Monday, October 5, 2015, to 103 known firms. Responses were received from five firms on Wednesday, October 22, 2015. The Selection/Review Committee short-listed to four and held discussions with the four firms on Wednesday, November 18, 2015. The Selection/Review Committee ranked in the following order:
1. American Consulting Engineers of Florida, LLC
2. Volkert, Inc.
3. jehle-halstead, Inc.
4. Sigma Consulting Group, Inc.
American Consulting Engineers of Florida, LLC, provided their initial fee proposal on Monday, December 7, 2015, based on the scope of work in the solicitation. Negotiations were held on Wednesday, December 9, 2015, and Thursday, December 10, 2015. The second negotiations established the final and best offer of $73,949. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
