RECOMMENDATION:

Recommendation Concerning the Medical Transportation Services Agreement - Joy D. Blackmon, P.E., Public Works Department Director

That the Board, as Community Transportation Coordinator (CTC), and on behalf of Escambia County Community Transportation (ECCT), take the following action:

A. Approve the Medical Transportation Services Agreement with Medical Transportation Management, Inc., dba Southeast MTM, Inc., to provide transportation coordination services for some transportation disadvantaged clients who receive Medicaid; and

B. Authorize the County Administrator to execute the Agreement.

BACKGROUND:

Meeting in regular session on April 29, 2014, the Board agreed to enter into a Memorandum of Agreement with the Florida Commission for the Transportation Disadvantaged, recognizing Escambia County as the Community Transportation Coordinator (CTC), designated pursuant to Chapter 427, Florida Statutes, to serve the transportation disadvantaged within the designated service area that includes Escambia County. The County, acting by and through Escambia County Community Transportation, now serves as the CTC responsible for coordinating said transportation services.

Due to changes in Medicaid services, ECCT saw a significant decrease in ridership, as clients who receive Medicaid services were required to use transportation provided only by companies which brokered with Medicaid.

MTM, one of the brokers who was awarded a contract with Medicaid for transportation services, wishes to contract with local CTCs to provide these services.

IMPLEMENTATION/COORDINATION:

The Medical Transportation Services Agreement will serve as the contract document for providing transportation for some clients who receive Medicaid in Escambia County.

Transportation and Traffic Operations Division staff will liaison with MTM and with ECCT to provide transportation for these clients.
