RECOMMENDATION:
Recommendation Concerning the Contract Award for Perdido Landfill Section 5 Cell 1A Design - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Jones Edmunds & Associates, Inc., per the terms and conditions of PD 14-15.022, Perdido Landfill Section 5 Cell 1A Design, for a lump sum of $1,074,000, for Landfill Development, Bid Assistance, Construction Assistance, additional stormwater development tasks, additional dewatering design and permitting, and revisions to the previously proposed engineering services during construction for the landfill development.

BACKGROUND:

“Jones Edmunds and Associates, Inc. (Jones Edmunds) will provide the Department of Solid Waste Management (DSWM) engineering services for the Perdido Landfill Section 5 Cell 1A Design. The DSWM is proposing to construct the permitted Section 5 Cell 1A landfill expansion and related stormwater facilities within the next 3 years. Jones Edmunds will provide various engineering tasks associated with the Section 5 Cell 1A expansion including a pre-design evaluation, wetland mitigation, stormwater development, landfill development and finally bid-phase and construction phase tasks.  These tasks are expected to be phased over the duration of the project.”

Request for Letters of Interest, PD 14-15.022, Section 5 Cell 1A Design were publicly noticed on Tuesday, January 20, 2015, to sixteen known firms. Responses were received from two firms on Wednesday, February 4, 2015. Jones Edmunds & Associates, Inc. was ranked #1 by the selection committee on Wednesday, February 18, 2015.

April 23, 2015 the Board approved the first part of this project in the amount of $460,000.

Negotiations for tasks Landfill Development, Bid Assistance, Construction Assistance, additional stormwater development tasks, additional dewatering design and permitting, and revisions to the previously proposed engineering services during construction for the landfill development was held on November 19, 2015.

Funding: Fund 401, Solid Waste Fund, Cost Center 230315 (Solid Waste Projects), Object Code 56301 (Improvements other than Buildings)

LEGAL CONSIDERATIONS/SIGN-OFF:

Attorney Standard Form of Contract Form G, Consulting Services for Stand-Alone Services.

PERSONNEL:

All work associated with this recommendation was done in-house and no additional staff was required.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Attorney's Standard Form of Contract Form G, Consulting Services for Stand-Alone Services and Purchase Order.
