RECOMMENDATION:
Recommendation Concerning Group Medical Insurance (PD14-15.069) - Thomas G. "Tom" Turner - Human Resources Department Director

That the Board take the following action regarding the County’s Group Medical Insurance (PD 14-15.069, Group Medical Insurance):

A. Approve the Amendment to the BlueCross and BlueShield Of Florida, Inc., Annual Accounting & Retention Agreement covering the period ending December 31, 2015; and

B. Authorize the County Administrator to sign the BlueCross and BlueShield Of Florida, Inc., Annual Accounting & Retention Agreement.

BACKGROUND:
On June 10, 2013, the Board approved a three-year Annual Accounting and Retention Agreement (Pro-Share Contract) for the period beginning October 1, 2012 through September 30, 2015 with BlueCross and BlueShield of Florida (Florida Blue). On July 24, 2014, the Board accepted a renewal with Florida Blue that extended the health care Contract and Pro-Share Agreement to December 2015. Under this and preceding Pro-Share Agreements, the County received 75% reimbursement of premiums paid in excess of the targeted costs of the Agreement for a three year period.

The County bid its health insurance in 2015, and on August 20, 2015, awarded Florida Blue the health care Contract.  Part of the Florida Blue proposal was to amend the Pro-Share Agreement so that the County would receive 100% of the Gain Share for the final year of the Pro-Share Agreement (January 2015 - December 2015). This action is to formally approve the amended Pro-Share Agreement to secure the increased reimbursement as provided in the Florida Blue proposal.

 
BUDGETARY IMPACT:
Funds are available in Fund 501, Internal Service Fund, Cost Center 140609, Object Code 54501.
LEGAL CONSIDERATIONS/SIGN-OFF:
This in in accordance with Florida Statutes 112.09 and 112.0801.
PERSONNEL:
The Human Resources Division and all appointing authorities (payrolls) will have to make the appropriate adjustments to their payroll systems.

IMPLEMENTATION/COORDINATION:
A Purchase Order will be the instrument utilized for making payment against the Contract. The Human Resources Division will coordinate with Legal, the Office of Purchasing, and the other appointing authorities to ensure all changes are made.
