RECOMMENDATION:
Recommendation Concerning the On-Site Employee Health Clinic Proposal - Thomas G. "Tom" Turner, Human Resources Department Director

That the Board take the following action concerning the On-Site Employee Health Clinic:

A. Approve the negotiation of a two-year Contract with the option for two, one-year extensions with Concentra Health Services, Inc., for the on-site Employee Health Clinic; and

B. Authorize the County Administrator and/or designated person to negotiate the Contract and upon Legal review, bring it to the Board for approval.

BACKGROUND:
Consistent with the May 6, 2015 Board action, staff directed AON Hewitt to conduct a feasibility study to determine the cost effectiveness of the Employee Health Clinic and whether the cost of the Contract is in line with the service the County receives. The results are attached to this Board action. As the County moves into Self-Funding Healthcare, the Clinic will provide a greater opportunity to manage our health care costs and develop programs that will assist employees with health care issues. The continuity of providers will be critical in keeping the trust that people expect in health care. In the future, the self-funded plan will permit us better claims information to evaluate the Clinic's value. It is anticipated that in the second year of the new contract, the clinic will be re-evaluated and/or an Request For Proposal will be generated to seek a competitive proposal.
BUDGETARY IMPACT:
Funding for the on-site Employee Health Clinic is through Fund Code 501, Internal Service Fund.

Upon Board approval, the Human Resources Department will contact Concentra to initiate the negotiation of the Contract. The Human Resources Department will coordinate with Concentra and the County’s Legal Department.
