RECOMMENDATION:
Recommendation Concerning TransUnion Master Agreement for Consumer Reporting and Ancillary Services and Addendums - Tonya Gant, Neighborhood & Human Services Department Director

That the Board approve and authorize the County Administrator or his designee, subject to Legal review and approval, to sign the TransUnion Master Agreement for Consumer Reporting and Ancillary Services, Addendum for Access via TransUnion Direct and other documents as required to issue a Purchase Order for Credit Reports.

BACKGROUND:
Some homeowner applicants for rehabilitation assistance under the HOME Investments Partnership Program (HOME) and Community Development Block Grant (CDBG) Program have income sufficient to qualify them for a low interest loan from the County for the repairs performed. When it is determined as part of the application process that the applicant will be making a mortgage payment to the County, a credit report is ordered to gauge the affordability of payments to protect the County's loan from default.

The Neighborhood Enterprise Division (NED) contacted three agencies to receive quotes for credit reports, and TransUnion was the lowest most responsive agency. In order to utilize their services, the attached Agreement (Exhibit I) and Addendums (Exhibit II) must be executed. NED expects to expend less than $750 per year under this Purchase Order. Due to the extensive paperwork, NED staff is requesting that the Board authorize the County Administrator or his designee to sign the Agreement and associated forms, which outline the use of the service, including information confidentiality, notifications to applicants, use of TransUnion's site, etc.
BUDGETARY IMPACT:
A Purchase Order will be set up from Fund 124/Affordable Housing. It is anticipated that less than $750 will be expended yearly for this service. Fund 124 will be reimbursed from the SHIP, CDBG or HOME Program depending on the program to be utilized by the approved applicant.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement and Addendum has received an initial review by Kristin Hual, Assistant County Attorney and will be subject to legal signoff. The documents are currently with TransUnion's legal department.
PERSONNEL:
No impact to County personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Neighborhood Enterprise Division (NED) received three quotes for this service, and the proposal from TransUnion was the most responsive.
IMPLEMENTATION/COORDINATION:
NED will order reports as needed and follow the procedures as set forth in the Agreement and corresponding paperwork.
